The original park & ride serving only 300 vehicles, it's effectiveness as a transit center was limited: congestion and vehicle conflicts continued to increase, and a secondary circulator was forced to transfer riders at a fast food restaurant. Phase II produced a facility that placed an indoor passenger waiting area within a parking facility with adjoining retail space. LSA completed station area planning, transfer of development rights, re-zoning and municipal approvals. LSA also secured and administered federal funding and provided full A/E services. Through cooperative financing opportunities and unique public/private partnerships, the second phase converted the site from non-taxable, excess right-of-way into viable, taxable property and a highly successful TOD.
